Affected scope

Tests assigned to Cloud Agent "Oakland, CA - IPv6 (Cogent)" are running and collecting metrics, but are not counted for alerting purposes while the Local Problems flag is enabled. Once full services are restored to the Agent the Local Problem flag will be cleared and regular testing and alerting procedures will resume.
